Dear Sir or Madam:

I am writing on behalf of my 17 employees at X2nSat in Petaluma, California to submit comments in response to your call for further information regarding the National Telecommunications and Information Administration (NTIA) and the Rural Utilities Services (RUS) implementation of provisions in the American Reinvestment and Recovery Act.

We believe that this infusion of funding for broadband deployment projects in underserved areas represents a wonderful opportunity to truly deliver on the decades old promise of universal service of communications services.

X2nSat has more than a decade of experience in providing satellite solutions for corporate, maritime, and rural telephony networks. X2nSat has entered into a number of agreements to provide rural utilities with a new, cost effective innovative technology that enables telecommunications carriers to provide their underserved rural subscribers with high-quality residential voice, data and fax services. We design, integrate, and install a premier line of industry specific satellite integration boxes, designed to integrate satellite communications within Rural Telephony networks. These integration boxes are configured to include indoor/outdoor enclosures with built-in UPS allowing up to 4 hours of standby power, allowing telcos to offer rural subscribers with up to four lines per household, broadband speeds from 256k to 2M, and integrates with 911 Emergency services.

Our clients have procured our product with funds secured through the Rural Utilities Service (RUS). We feel we are approved, tested and certified. We anticipate that, if the guidelines being drafted allow small rural utilities to be able to secure ARRA funding for our type of projects, 30 to 40 additional jobs will be created in our community and well over 200 in the communities where the projects will ultimately take place.

As you develop guidelines and regulations for the distribution of these funds, we strongly urge you to maximize the amount of grants that go to existing public utility agencies that have the greatest need. As you define unserved areas, we encourage you to cast the widest possible definition. Where agencies are in place and serving American citizens, no matter how small or disparate their population, we firmly believe there is solution available to them and this is the time to try and reach those corners of America. We have experience working with such agencies and can say that they are best qualified to provide the services and support that will make this program a success.
