Forum Speaker Biographies Opening Remarks: John Pescatore is a Vice president and Research Fellow in Gartner Research. Mr. Pescatore has 24 years of experience in computer, network and information security. Prior to joining Gartner, Mr. Pescatore was senior consultant for Entrust Technologies and Trusted Information Systems, where he started and managed security consulting groups. His previous experience includes 11 years with GTE, as well as employment with NSA and the U.S. Secret Service. Mr. Pescatore earned a bachelor’s degree in electrical engineering from the University of Connecticut and is an NSA-certified cryptologic engineer. Panel 1 Moderators: Daniel W. Caprio, Jr. serves as Deputy Assistant Secretary for Technology Policy at the Technology Administration (TA). The mission of TA is to maximize technology’s contribution to U.S. economic growth, productivity, innovative capacity and global competitiveness by working closely with leaders from industry, federal labs and universities, and state, federal and international governments on critical policy issues impacting technology. In July 2004, Commerce Secretary Donald L. Evans named Mr. Caprio as Chief Privacy Officer for the Department of Commerce. Caprio oversees all Departmental activities related to the development and implementation of federal privacy laws, policies, and practices. Mr. Caprio chairs the Department of Commerce Radio Frequency Identification (RFID) working group and co-chairs the Executive Branch RFID Intra-Government Counsel. Michael D. Gallagher serves as Assistant Secretary for Communications and Information and Administrator of the National Telecommunications and Information Administration. He was appointed to the post by President George W. Bush on July 1, 2004, and was confirmed by the Senate on November 20, 2004. Before his confirmation Mr. Gallagher served as Acting Assistant Secretary since August 2003. Prior to his appointment, Mr. Gallagher served as Deputy Chief of Staff for Policy and Counselor to Secretary of Commerce Don Evans. Before joining the Secretary’s personal staff, Mr. Gallagher served as the Deputy Assistant Secretary for Communications and Information. As a leading member of the Bush Administration’s technology team, Mr. Gallagher has focused his efforts on bringing the benefits of new and exciting telecommunications technologies to consumers including fulfilling President Bush’s national goal of affordable broadband Internet access for all Americans by 2007. As part of those efforts, Mr. Gallagher spearheaded the Bush Administration initiatives that enabled a number of world-leading technologies including ultrawideband, broadband over power lines (BPL) and new spectrum allocations for licensed and unlicensed communications. Panel 1: Paula Bruening is Staff Counsel for the Center for Democracy and Technology. CDT is a non-profit, public interest organization that is dedicated to developing and implementing public policies to protect civil liberties and democratic values on the Internet. In her work at CDT she focuses on privacy and defense of the First Amendment on the Internet. Prior to her arrival at CDT, she was the Director of Compliance and Policy for TRUSTe, the online privacy seal program, where she was responsible for compliance and for working with the government on evolving privacy policy. While with TRUSTe, she served on the Federal Trade Commission Advisory Committee on Access and Security. Before that, Ms. Bruening was Senior Attorney-Advisor for the Office of Chief Counsel, National Telecommunications and Information Administration, US Department of Commerce, where she worked closely with the White House to advise the Clinton Administration on a wide range of domestic and international electronic commerce and Internet issues. Dr. Michael Foley joined the Bluetooth SIG in March 2004 as the Executive Director. He is responsible for guiding the qualification and interoperability programs, the specification publications, and the long-term roadmap of Bluetooth wireless technology. Prior to joining the SIG staff, Foley was a wireless architect with Microsoft in the mobile device and Windows divisions. Foley also served as a Bluetooth SIG Board Member, and later as Chairman of the Board, in 2002 and 2003. He has an extensive knowledge of Bluetooth wireless technology. Foley holds a Ph. D. in Electrical Engineering. Mark Henderson is a Senior Analyst within the US CERT Security Operations Center. He serves as technical lead for the EINSTEIN program which is a US CERT initiative to provide situational awareness across the federal government. He has contributed to several Federal Information Notices: peer to peer filesharing and threats associated with IPv6. Mr. Henderson has worked in the field of information security for seven years. During his career, he has performed security assessments of both the private sector and the federal government information systems including wireless security assessments. He holds the CISSP and is a member of ISACA and ISC2. Mark MacCarthy is Senior Vice President for VISA U.S.A. Inc. As Senior Vice President for Public Policy, Mr. MacCarthy is responsible for VISA’s public policy initiatives and strategies in electronic commerce, the Internet, privacy and other issues. He also coordinates VISA’s government relation’s efforts with its corporate affairs strategy and tactics. Prior to joining VISA, Mr. MacCarthy was a principal and senior director with the Wexler Group, a Washington government affairs consulting firm, where he worked with a variety of clients on electronic commerce, privacy and telecommunications. In addition, Mr. MacCarthy was Vice President in charge of Capital Cities/ABC’s Washington Office from 1988 to 1994. From 1981 to 1988, he was a professional staff member of the Committee on Energy and Commerce, U.S. House of Representatives, where he handled communications policy and other issues for the Chairman of the Committee, Representative John D. Dingell. Ted S. Phillips is a Senior Associate with Booz Allen Hamilton in McLean, Virginia, where he leads a team that improves the security and reliability of telecommunications networks, wireless systems, and mobility solutions. For the past twenty years, his clients included Government and commercial organizations in the fields of law enforcement, public safety, homeland security, national security, defense, and telecommunications. He provides a variety of technical services to his clients including security engineering, wireless technology research and development, risk assessments, certification and accreditation, security policy and strategic planning support, and security training programs. Mr. Phillips earned a Bachelor of Business Administration in Finance from the University of Oklahoma and a Master of Science in Telecommunications from Virginia Commonwealth University. Kelly
Williams is the Executive Director for Core Strategy
at Cingular Wireless. In this role, he and his team are
responsible for creating the company’s vision and
strategy for their core network assets (such as switches,
routers, and transport systems) as well as broader “technology
enablers” including IMS (IP Multimedia Subsystem),
presence, IPv6, convergence, etc. Further, he is responsible
for the interfacing with the technical organizations of
Cingular’s parents, BellSouth and SBC, as well as
defining the network security strategies for Cingular
Wireless. Prior to this position, Kelly was part of the
network operations merger team and worked on implementation
of Cingular’s customer offers shortly after the
close of the AT&T Wireless merger as well as defining
the overall network integration tactics. Kelly came to
Cingular Wireless in July of 2004 from BellSouth where
he had spent 17 years in positions including planning,
operations, marketing, product development and P&L
in both the wireless and wireline sides of the business.
His most recent post was at BellSouth International where
he was General Manager of their Nicaraguan operation.
Kelly holds a Bachelor’s degree in Electrical Engineering
as well as an MBA. He is a native of Kentucky and is married
to Angela and has a daughter and son ages 13 and 10. Panel 2 Moderators: Kathleen M. Higgins, Director, Office of Law Enforcement Standards, NIST, holds a B.S. in Chemistry from the University of Rhode Island and a Master’s degree in Forensic Chemistry from Northeastern University, Boston, MA. Her professional experience includes over fifteen years as the analyst of record in more than 2000 criminal and civil cases; supervision of the Criminalistic Section of the Massachusetts State Police Crime Laboratory; the founding and directing of K-Chem Laboratories, a private laboratory providing testing and evaluation of evidentiary materials; management and coordination of graduate and undergraduate forensic science programs at Northeastern University; and, materials research and development related to security, environmental and toxicological issues for the U.S. Postal Service. Ms. Higgins has been an active member of several professional societies, including the International Association of Arson Investigators (Past President - Massachusetts Chapter) and the American Academy of Forensic Sciences where she was elected a fellow in 1984. John M. R. Kneuer serves as the Deputy Assistant Secretary for Communications and Information and Deputy Administrator of National Telecommunications and Information Administration (NTIA). Mr. Kneuer joined NTIA in October 2003. Prior to joining NTIA, Mr. Kneuer served as a senior associate at the law firm of Piper Rudnick in Washington, D.C., providing regulatory and legislative representation to corporate clients in the telecommunications, defense, and transportation industries. Prior to that, Mr. Kneuer was executive director for government relations at the Industrial Telecommunications Association, and an attorney-advisor in the Commercial Wireless Division of the FCC's Wireless Bureau. Mr. Kneuer received B.A. and J.D. degrees from the Catholic University of America. He is a member of the District of Columbia and New Jersey state bar. Panel 2: Paul Carugati is a
Senior Wireless Security Engineer within Motorola's Wireless
Security Services group. Mr. Carugati has over 5 years
experience within the Information Technology field specializing
in the wireless security domain. Mr. Carugati assisted
in the architecture Jon Green is a senior product manager for Aruba Networks and is a subject matter expert in the areas of wireless LAN security, data network architecture, RF management, and TCP/IP networking principles and best practices. With more than 13 years of experience in the design and operation of data networks, Mr. Green has extensive experience in network security and the implementation of wired and wireless LANs. His experience includes a variety of technical consulting and marketing positions at companies including Bay Networks, Shasta/Nortel Networks, Atrica, and Foundry Networks. Mr. Green performed his undergraduate work in Electrical Engineering at Iowa State University. Dr. Paul Kolodzy is a technology consultant in advanced wireless and networking technology. He has 20 years of experience in technology development for advanced communications, networking, electronic warfare, and spectrum policy for government, commercial, and academic clients. He is currently a Technology Consultant in Advanced Wireless and Networking Technology. Prior to being a consultant, Dr. Kolodzy has been: Director of the Center for Wireless Network Security (WiNSeC) at Stevens Institute of Technology; during 2002, the Senior Spectrum Policy Advisor at the Federal Communications Commission (FCC) and Director of Spectrum Policy Task Force charged with developing the next generation spectrum policy; Program Manager at the Defense Advanced Projects Agency (DARPA) in the Advanced Technology Office managing R&D for communications programs to develop generation-after-next capabilities; Director of Signal Processing and Strategic Initiatives at Sanders, A Lockheed Martin Company; and a Group Leader/Staff Member at MIT Lincoln Laboratory in the areas of Optical Systems for Laser Radars, Signal Processing, and Target Recognition for Acoustics, RF (SAR), and Optical signatures. He received his PhD and MS in Chemical Engineering from Case Western Reserve University and his BS in Chemical Engineering from Purdue University. Ron Malenfant is a Cisco Systems Consulting Systems Engineer focused on Mobile Service Provider Security working directly with the US Mobile Service providers for Cisco’s Mobility Operation. Ron also works closely with Cisco’s Security Tech Group and Mobile Wireless Business unit to develop new Mobile Security Solutions. Ron has been with Cisco for over 6 years and has been focused on Mobile Service Provider Security along with previous Tier 1 and Tier 2 Service Provider Security, MPLS and Core IP. Ron has been conducting mobile sp security workshops around the country for both GSM and CDMA Providers. Ron was actually involved in the first real security challenges for US mobile providers back in the late 90’s, trying to counter the enormous threat of analog cell phone cloning. Ron was instrumental in design and rollout for some Cellular providers RF fingerprinting project which helped minimize the analog cell phone cloning problem that was plaguing the industry. Mark Tucker is the CEO and cofounder CoCo Communications. He is an entrepreneur who specializes in identifying and developing emerging markets for potentially disruptive technologies. At 18, he started the first of four businesses that pioneered technology practices commonplace in virtually every distribution, e-commerce, and digital media venture today. He launched his current venture, CoCo Communications, in June 2002 after analyzing the communications problems encountered by first responders on 9/11. He enjoys the challenge of developing viable business models that bring together emerging technologies and new distribution channels to benefit consumers and businesses.
