On Thursday, September 4, 1997, NTIA held the first in a series of day-long forums on the implications of advanced technology applications. The September 4th forum focused on Internet Telephony. This software-based Internet application provides a growing number of users with a new form of voice communication. Panelists and participants discussed the technology and its evolving applications, and examined the corresponding policy implications.
