For example true the United Nations. It could also be made a new international organisation with members from all over the world that have control over the internet and make important decisions concerning the Internet. If not this I think that the control of Internet should go to the country Norway, it is a small country with long history of peace, democracy and diplomacy and with little history of corruption.
