Subject: Proposal on internet governance
Q: How to finance the organisation that runs the internet
A: Impose a tax on domain names. This tax can be extremly small,
such as the
smallest avalable currency in the contry of registration (1
cent for the
US). This will generate substancial revenue for the antity
Q: Who should oversee the organisation
A: No one and everyone. No single gouvernment should be allowed
to influence
this agency. Basicaly, it should be considered it's own contry,
in the sence
that it can declare it's own rules and impose taxes on it's
property (domain
names, internet Ip addresses).
Q: Should the US gouvernment still be considered to have authority
over the
internet, as is implied by it's responsability to renew the
ICAN contract
A: No. The internet as now grown to escape the scope of the
US control and
should fall under UN juridiction.
