GALLAGHER ON FCC INQUIRY INTO SCOPE AND IMPACT OF ANTICOMPETITIVE BEHAVIOR BY FOREIGN CARRIERS ON U.S. CONSUMERS I commend the FCC for its investigation of foreign carriers who cut circuits to the U.S. Blocking circuits to extract higher rates from U.S. consumers is not acceptable. Circuit blocking is contrary to the best practices of growing digital economies and the expansion of e-commerce. # # # |
