Delia Carmen

Delia Carmen is a Senior Research Associate at the Annie E. Casey Foundation (AECF). In addition to her responsibilities in the Evaluation, Data Analysis, and Policy Research Department, Delia has taken the lead in helping to identify and develop a plan for AECF’s response to addressing digital divide issues that impact on the Foundation’s recently launched Neighborhood Development/Family Transformation initiative.

Prior to coming to the Foundation, Delia was a Senior Associate with Metis Associates, Inc., providing Information Systems consulting services to non-profits, community-based organizations, and government agencies. She has also served as the Assistant Deputy Administrator of the City of New York, Human Resources Administration, Management Information System-Planning Department, where she was responsible for managing the agency’s $42 million IS budget and authoring its Long Range Information Systems Plan.

Delia has been a long time advocate for closing the digital gap. She authored, implemented, and managed two innovative data-entry skills and PC-maintenance training and intern programs for public assistance recipients. These programs afforded participants designated for entry or return to the labor market an opportunity to learn and develop marketable skills that helped to increase their employment options.
