Francine Jefferson

Francine E. Jefferson is a Telecommunications Policy Analyst with NTIA, and the evaluation specialist for the Technology Opportunities Program. She oversees TOP's efforts to assess the effectiveness of supported projects and helped design TOP’s web-based performance reporting system and evaluation guides for grant recipients.

Dr. Jefferson previously served as Director of Distance Learning at Cheyney University of Pennsylvania. There she was responsible for the design of Cheyney’s Telecommunications Center and implementation of the Cheyney Education and Research Telcommunications Network (CERTNet).

Dr. Jefferson received her Ph.D. in sociology, and a certificate in applied sociology, from the University of Pittsburgh.
