James R. Coltharp joined Comcast
Corporation as Senior Director of Public Policy in
August, 1997. His duties include representing Comcast
before the Federal Communications Commission and other
federal agencies, as well as on Capitol Hill. He is a
member of Comcast Corporation's External Affairs Department.
Mr. Coltharp previously served as Special Counsel
to FCC Commissioner James H. Quello from May, 1996,
though August, 1997, where he advised Commissioner
Quello on telecommunications policy matters, cable
television and mass media issues, as well as various
economic policy issues. In his prior service at the
FCC, Mr. Coltharp was appointed as Chief Economist
in the Wireless Telecommunications Bureau in September,
1995. In June, 1993, he was appointed to serve as Special
Advisor in the Office of Commissioner Andrew C. Barrett,
where he was principally responsible for common carrier,
cable television, and telecommunications policy. Mr.
Coltharp also served for three years at the FCC as
an Industry Economist in the Policy and Rules Division
of the Mass Media Bureau.
Prior to joining the Commission, Mr. Coltharp was
a member of the Department of Economics at Miami University
in Oxford, Ohio, where he received the university's
Outstanding Teaching Award in 1990. He received an
M.A. in Economics as well as a B.A. in Economics and
Public Administration from Miami University. He also
founded and serves as a Director of the "Bright Lights" Tutoring
Program at the Takoma Educational Center in the District
of Columbia, serving 35 students in grades 4 through
6 in reading, mathematics, and personal enrichment.
