Norris Dickard is program director for the
E-Rate Project at the Benton
Foundation. He joined Benton in January, 2001, after
more than seven years of at the U.S. Department of Education,
most recently as senior policy advisor to the Assistant
Secretary for Vocational and Adult Education.
From 1998-2000, he was instrumental in the creation
and the significant expansion of the Department's Community
Technology Centers program. He also served on the
Department's Educational Technology Working Group,
duties of which included policy development for new
initiatives and review of educational technology research.
He was also a member of the White House, Federal Programs
Working Group, exploring the effective integration
of educational technology into education and training
programs.
Prior to working at the Department of Education,
Norris Dickard was employed at Harvard's John F. Kennedy
School of Government, where he was an administrator,
advisor to the Harvard Public Policy Review, and research
associate with the Harvard Project on Economic Reform
in Ukraine.
He earned a master's degree in government at Harvard;
his undergraduate work was completed at Louisiana Tech
University and the Université Catholique de
l'Ouest in Angers, France. He recently participated
in Harvard University's Executive Program, "Strategic
Computing and Telecommunications in the Public Sector."
