Jessica M. Harnar

Jessica M. Harnar is the Executive Director of Coastal Economic Development Corporation (CED), a Community Action Agency serving low-income residents of five counties in mid-coast Maine.

CED is the lead partner among three Maine community action agencies collaborating through a TOP grant in the development and implementation of ICAPS, a networked central client intake, assessment, case management, service tracking, and database system. ICAPS software simplifies the application and eligibility process for clients, helps staff and clients identify risk areas and appropriate resources, helps case managers track service referrals and outcomes, and provides comprehensive data for the assessment of program effectiveness and the identification of community needs.

Ms Harnar was previously a Senior Associate at the Public Affairs Group in Augusta, Maine, and a Vice President of the Indiana Hospital Association. She has B.A. and M.B.A. degrees from Indiana University.
