Mr. Dale A. Morris is the Program Manager
for Public Safety at the Oklahoma Climatological Survey.
Currently, he coordinates and oversees the OK-FIRST program
which supports the state’s emergency management,
fire, and law enforcement communities with the most advanced
and comprehensive weather-related decision-support system
in existence for public safety. He holds a B.S. in Meteorology
(with Special Distinction; 1991) and an M.S. in Meteorology
(1998) from the University of Oklahoma.
Mr. Morris was named the 1999 Outstanding Contributor
to Emergency Management by the Oklahoma Emergency Management
Association. In 1999, OK-FIRST was chosen by Harvard
University and the Ford Foundation as one of the 25 most
innovative American Government programs in their Innovations
in American Government Program. OK-FIRST was also named
as a finalist in the 2001 Innovations program.
OK-FIRST was the basis of a Special Award from the
American Meteorological Society presented to OCS for "outstanding
performance before, during, and after the 3 May 1999
tornado outbreak." An international jury also recommended
OK-FIRST be named as a finalist in the 2001 Stockholm
Challenge, a worldwide competition for innovative information
technology projects.
