Application ProcessThe Technology Opportunities Program (TOP) awards grants through an annual competition. On February 17, 2004, the Commerce Department's National Telecommunications and Information Administration (NTIA) announced the Fiscal Year 2004 grant round for TOP. For FY2004, $12.9 million is available for matching grants. The grant round for FY2004 closed on April 27, 2004.
The Announcement of Federal Funding Opportunity describes the conditions under which applications were received by TOP, idenfies and explains the review criteria, and describes the selection criteria for FY2004 funds. The full TOP FY2004 application kit is available here for reference purposes.
