Brief Description of Modifications to PSIC Grant Program
On August 3, 2007, the President signed into law the Implementing Recommendations of the 9/11 Commission Act of 2007 (Pub. L. No. 110-53). Based on the changes included in this law, NTIA issued modified grant guidance to the PSIC Grant Program that went into effect immediately.

This Notice provides amendments to PSIC Grant Program Notice of Availability of Funds, which was originally published on July 23, 2007 in the Federal Register (72 Fed. Reg. 40120). On August 3, 2007, the President signed into law the Improving Emergency Communications Act of 2007 (Pub. L. No. 110-53) which amended Section 3006 of the Deficit Reduction Act of 2005 that authorized the PSIC Grant Program.

PSIC Investment Data Analysis Report: PSIC Investment Summary and Award Information (with Appendix / without Appendix)![]()
This report consists of an analysis of State, Territory and local communications initiatives, and establishes a baseline for measuring each project’s anticipated impact on interoperable communications across the Nation.

PSIC Investment Summary and Award Information (including map)
As of September 30, 2008, the Program approved over 281 Investments. NTIA and FEMA program staff used information from the Investment Justification (IJ) submissions to compile State-by-State Investment Summaries that capture the details of the approved Investments. For more information, please go to Awards.
Applicants should prepare their applications based on the Federal Funding Opportunity announcement and the Program Guidance.

Revised Investment Justification (IJ) Template
NTIA received valuable feedback from grant recipients and sub-recipients on limitations of the IJ Template. The IJ Template has been revised to allow more flexibility in meeting the 20 percent statutory match requirement.

Based on stakeholder feedback from these workshops, the IJ Template was revised to make it easier for States and
Territories to develop IJs. The purpose of this Addendum is to provide States and Territories guidance on how to complete the updated IJ Template based on the modified sections in the document.
