Policy For the Internet Name and Address System

We have just had sight of a communication from Dr. Jon Postel of the Internet Assigned Numbers Authority (IANA) to your Department recommending proposed new board members for the new organization.

It is noteworthy that the US Government's June 5 "White Paper" specifically stipulated that ".....the Internet is a global medium and ........its technical management should reflect the global diversity of Internet users".

Unfortunately we note from Dr. Jon Postel's communication that no one from the continent of Africa has been included on the board of the new organization We therefore are of the view that the proposed new board is not geographically representative and this is troubling for the Internet Community in Africa. It needs no emphasis that it is important for Africa, and indeed the rest of the world, to be involved from the beginning in meeting the challenges posed by this important global resource.

In addition, the US Government White Paper also indicated that there would be representation for "international trademark holders" which once again is not evident amongst any of the proposed board members.

In order to address the above concerns we propose for your consideration Dr. Frederick Mostert, a national of South Africa and an Executive Director of the Richemont Group, as a member of the proposed board. We enclose a copy of Dr. Mostert's resume.

Frederick Mostert

Frederick Mostert is a national of South Africa and an Executive Director of the Richemont Group which includes Montblanc, Alfred Dunhill and Cartier. He is principal author of the book Famous and Well-Known Marks - An International Analysis. Some of his other international publications have been translated into Mandarin Chinese and Russian.

He serves on the Industry Advisory Commission of the World Intellectual Property Organisation (WIPO) in Geneva. The Commission, consisting of geographically representative experts, advises WIPO from an international industry perspective. He is also a member of the Panel of Experts of the WIPO Internet Domain Name Process. In addition, Dr Mostert has served on the board of the International Trademark Association and is currently its President.
