Filtering is absolutely necessary where children are concerned.  Freedom
of speech does not protect alcohol and cigarette advertising aimed at
children and it should not protect internet access that is harmful.
CIPA is the first line of defense in offering children protection from
sites that are harmful.  Filtering companies are getting very good at
tailoring the filter program to meet the needs of various audiences.
