Subject:   CIPA and web safety


I'd like to see some policy or law put into place to prevent pornography
providers 
from taking over "abandoned" URLs.  I am a school librarian and I'd like to
recommend web sites to teachers without having the possibility exist that
the web site 
might have been taken over by an inappropriate content provider.

Telephone companies usually do not assign a newly-released phone number to
a 
new customer until a certain amount of time has elapsed; I think there
should be a 
similar procedure for reusing URLs.
