Inter-American Telecommunication Commission

The Inter-American Telecommunication Commission (CITEL), an entity of the Organization of American States, is the main forum in the hemisphere in which the governments and the private sector meet to coordinate regional efforts to develop the Global Information Society. CITEL endeavors to make telecommunications a catalyst for the dynamic development of the Americas by working with governments and the private sector. CITEL resides in Washington, DC, USA. It has 34 Member States and over 200 Associate Members. Its objectives include facilitating and promoting the continuous development of telecommunications in the Hemisphere. CITEL has a Permanent Executive Committee (COM/CITEL) consisting of eleven members, and two Permanent Consultative Committees — Permanent Consultative Committee I: Public Telecommunication Services, Permanent Consultative Committee II: Broadcasting and Radiocommunications, whose members are all Member States of the Organization, Associate Members that represent various private telecommunications associations or companies, permanent observers and regional and international organizations.

The mandates for the four permanent committees and the Steering Committee are as follows:

Permanent Consultative Committee I: Public Telecommunication Services

PCC.I: Focuses on standards coordination, planning, financing, construction, operations, maintenance, technical assistance, equipment certification processes, rate principles, and other matters related to the use, implementation, and operation of public telecommunications services in the Member States.

Permanent Consultative Committee II: Broadcasting and Radiocommunications

PCC.II: Acts as a technical advisory body within the Inter-American Telecommunication Commission with respect to standards coordination, planning, operation, and technical assistance for the broadcasting service in its different forms. Deals with standards coordination, planning, and full and efficient use of the radio spectrum and satellite orbits, as well as matters pertaining to radiocommunication services in the Member States (see detailed description of PCC.II below).

Steering Committee

The Chair and Vice-Chair of COM/CITEL and the Chairs of the PCCs form the Steering Committee. The Committee is responsible for proposing to COM/CITEL the review of CITEL's program of activities to ensure that the Commission is responding to its members' needs, assuring the continued effective and efficient use of resources and, when it deems necessary, to propose additional initiatives for the COM/CITEL agenda. The Executive Secretary acts as Secretary of the Committee.

Secretariat

The Secretariat is the central and permanent administrative organ of CITEL. It coordinates the administrative services required for implementing the decisions of the CITEL Assembly, COM/CITEL, and the Permanent Consultative Committees, and it performs such other functions as are assigned by those organs. The Executive Secretary performs technical and administrative duties entrusted to the Secretariat, and coordinates the administrative services provided by the Secretariat.


What follows is a detailed description of:

Permanent Consultative Committee II: Broadcasting and Radiocommunications

Objective - To act as a technical advisory body within the Inter-American Telecommunication Commission with respect to standards coordination, planning, and full and efficient use of the radio spectrum and satellite orbits, as well as matters pertaining to the operation of radiocommunication services in the Member States.

Mandates - In accordance with the ITU Radio Regulations and taking into account ITU recommendations:
  1. To promote harmonization in the utilization of the radiofrequency spectrum and the operation of radiocommunication services in the Member States, bearing especially in mind the need to prevent and avoid, to the extent possible, harmful interference in radiocommunication services.
  2. To foster the development and implementation of modern technologies and new services in the field of radiocommunication that make it possible to meet the needs of Member States, in conjunction with a more efficient utilization of the spectrum.
  3. To undertake a coordinated effort with the different CITEL Groups in those areas that by their very nature lend themselves to joint action.
  4. To undertake the coordination of regional preparations for major ITU Conferences and meetings, including the preparation of common regional proposals (IAP) and positions when deemed appropriate.

  • Ad hoc Group for ITU Radiocommunication Assembly and Radiocommunication Advisory Group Matters
