Joint Groups
ITU-R Documentation International ITU-R documents are in one of two categories, for sale documents, which include ITU approved Recommendations, Reports and Handbooks. These are available from the ITU via internet http://www.itu.int/publications/ or by mail. Other documents such as input contributions to meetings, organizational matters (known as Circulars) are available free of charge to "TIES" users. To become a TIES user you must have Member State or Sector Member sponsorship. See TIES at ITU. To apply for a TIES account, people representing a federal agency or a federal agency contractor should request access through Rob Haines at NTIA (rhaines@ntia.doc.gov). Private sector representatives should request access through Bill Luther at the FCC (William.Luther@fcc.gov). ITU-R Meeting Schedules The ITU-R schedules international meetings throughout the year of the various groups as needed. Typically a number of related groups and working parties will meet at the same time or sequentially and most often in Geneva Switzerland. Meetings are also held outside of Geneva when hosted by a particular country. Participation in ITU-R by Companies and Individuals from the U.S. Within the United States, the Department of State manages ITU-R participation. The United States International Telecommunication Advisory Committee (ITAC-R) advises the Department of State on U.S. participation in international telecommunications treaty organizations such as the International Telecommunication Union (ITU). ITAC-R aids in the preparation for meetings of international treaty organizations, develops and coordinates proposed contributions to international meetings and submits them to the Department of State for consideration. Members of ITAC-R include representatives of government and operating agencies, as well as scientific or industrial organizations involved in the radiocommunications sector. National Participation in ITU Activities Through ITAC-R Public participation in International Telecommunication Union (ITU) activities may take place at the national and international level. Involvement at the national level is possible, and encouraged, whether or not a company elects to take part in international activities. Participation at the international level presupposes participation at the national level. The full ITAC-R normally meets once or twice a year. These meetings are announced in the Federal Register at least 15 days before the meeting, unless shorter notice is necessary and permissible under the Federal Advisory Committee Act. Members of the general public wishing to attend a meeting will generally be admitted according to the capacity of the meeting room. They may join the discussion, subject to the instructions of the Chair. For security reasons, advance notice of attendance may be necessary. The ITAC-R structure mirrors the study group/working party structure of the ITU-R. A guide to participation in U.S. groups can be found at http://www.fcc.gov/ib/sand/irb/guidance.html. International Participation in ITU-R Activities Entities may participate in the ITU-R at the international level as members of U.S. delegations, as a representative of an ITU-R Sector Member, or a Scientific or an Industrial Organization (SIO); or an International Organization (IO). To join the ITU-R as a sector member formally notify the Department of State and complete the sample request letter for Approval to Participate in the ITU-R. Upon receipt of such advice and information the Department of State acts upon the request and notifies the Secretary General of the ITU.
