Using a nationwide spectrum license, FirstNet will provide a single platform for daily public safety and emergency communications. FirstNet will be a force multiplier, enabling a new level of collaboration among first responders to help save more lives, solve more crimes and keep our communities safer.
FirstNet will be built collaboratively. Leaders from the public safety community; local, state and federal governments; and wireless industry experts are teaming up to share their collective best thinking and expertise to build this public safety-grade network.
A first critical step is initiating working relationships with states, tribes, territories and local entities whose input will be critical to designing a network that meets the needs of their public safety users. Long before a network can be designed, a thorough analysis must be done to understand the unique wireless assets and needs of each constituent group. FirstNet is beginning this process now with its state consultation process.
FirstNet will hold six regional consultation workshops in May and June of 2013. The purpose of these meetings is to begin working with the states, territories, tribes, localities and public safety organizations on the network design for FirstNet: the first nationwide wireless broadband network dedicated to public safety. A maximum of ten workshop participants will be selected by each state governor. The workshops are working sessions and therefore not open to the public.
FirstNet has partnered with the National Governor’s Association Center for Best Practices to facilitate these important workshops. During these meetings, FirstNet will provide a project update and gather input from attendees about their requirements and priorities. What FirstNet learns in each regional workshop will help FirstNet design the network and conduct an effective vendor RFI/RFP process. This will in turn drive the timeline for delivering the state-level build-out plans needed so each state can evaluate its participation in FirstNet.
The same law that established FirstNet also established the State and Local Implementation Grant Program (SLIGP), which is administered by the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA). SLIGP grants support and facilitate state planning and consultations with FirstNet.
