CITEL Preliminary Views

The CITEL preliminary views are the reconciled texts (as far as possible) between administrations who have submitted views to PCC II.  CITEL has no formal mechanism to adopt or approve such views but they are used in briefings to other regional meetings for which CITEL sends observers.
