The schools to be served are located in small, rural communities. The planned network will use a system based on Internet Protocol through T-1 and ATM transmission lines. In addition, the schools will have access to health care resources via ISDN-based interactive television. The system's transmissions will be integrated through a central bridge located at a hub site in Machias.

To establish a video distance learning system for the Educational Service Unit 7 ("ESU 7"), Columbus, NE. The system will interconnect 10 school districts in a four-county area of eastern Nebraska. The counties are Butler, Colfax, Platte, and Polk. The system will also include Central Community College (in Columbus), the Excel Family Learning Center (in Schuyler), and ESU 7 itself. Each participating school in the system will be interconnected with a DS-3 digital video system configured to provide four television channels, two T-1 digital channels and two low-speed control or data channels.
