Use BROADCAST ACTIVATION/EXTENSION if your application includes the following types of projects.
Priority	Type of Projects
Priority 1A	Activation projects for stations that (1) provide the first public radio or public television signal in a geographic area, and (2) that include local origination capability.
Priority 1B	Activation projects for stations that provide the first public radio or public television signal in a geographic area but do not include local origination capability (usually repeater transmitters or translators).
Priority 1C	Satellite downlinks and Public Radio Satellite System (PRSS) equipment that would bring nationally distributed programming to a geographic area for the first time.
Priority 3	First local origination capacity to an area already receiving the same type (radio or TV) of public broadcasting service from distant sources (through translators, repeaters, or cable systems). Priority 3 projects establish a new public broadcast facility, or add local origination to an existing facility.
Priority 4A	Activation of public broadcasting facilities that address underserved needs in an area already served by other public broadcasting facilities of the same type (radio or TV).
Special Applications (services for the visually and aurally handicapped )	New facilities to serve the visually or aurally handicapped via broadcast technologies, such as SCA channels on radio stations or closed-captioning and SAP channels on television stations, should respond to the evaluation criteria as listed in the "Broadcast Activation" section.
Broadcast Other (Other cases)	Innovative broadcast projects that do not fit within the 5 broadcast priorities and that address demonstrated and substantial community needs.

Use BROADCAST EQUIPMENT REPLACEMENT/IMPROVEMENT/AUGMENTATION if your application includes the following type of projects
Priority	Type of Projects
Priority 2	Urgent REPLACEMENT of obsolete or worn out basic equipment at stations providing the only public signal, or the only locally originated public signal, to a geographical area. Replacement that is part of digital conversion must be included within a Broadcast Other application. Stand-by power generators and UPS systems for radio and television facilities. Public Radio Satellite System (PRSS) equipment for radio. Closed captioning equipment for television. Equipment replacement of infrastructure such as towers and microwave--not part of a digital conversion project.
Priority 4A	URGENT REPLACEMENT projects that do not qualify for Priority 2 because the applicant is not the only public radio (or public television) station in a geographic area; Improvement of stations that provide significant amounts of national programming; satellite downlinks for radio station in areas already served by a public radio station. Stand-by power generators and UPS systems, PRSS equipment, closed captioning equipment and television infrastructure as mentioned under Priority 2.
Priority 4B	IMPROVEMENT and non-urgent replacement of equipment (i.e. where the equipment is not "worn out" ).
Priority 5A & 5B	AUGMENTATION projects: 5A - to equip an existing station beyond the basic capacity to broadcast programming from distant sources, such as a remote studio or mobile production facilities; 5B - to augment production capacity beyond basic level in order to originate programming for other than local distribution.
Special Application (Services for the visual or aurally handicapped)	Facilities currently serving the visually or aurally handicapped via broadcast technologies that request equipment replacement, improvement or augmentation should respond to the criteria as listed in the "Broadcast Equipment Replacement" section.
Broadcast Other (Other cases)	Applicants proposing Broadcast Other projects for digital conversion should refer to the special section for these projects. All other applicants in this category should respond to the evaluation criteria that are most closely related to their project, either Broadcast Activations or Broadcast Equipment Replacement.

Use NON-BROADCAST ACTIVATIONS AND EXTENSIONS

Distance Learning using ITFS (EBS), fiber-optic, cable, microwave, or satellites

Establishment of a new nonbroadcast facility or an enlargement of geographic scope or a targeting of a new and distinct audience of an existing nonbroadcast service.

Under current law, we may only establish or expand the service areas of non-broadcast projects and we are not permitted to fund replacement or improvement of equipment at non-broadcast facilities. For further information, please see the "Statement of Program Policies."

Use RADIO DIGITAL CONVERSION

if your application includes the following types of projects:

Radio Digital Conversion

An application to convert radio transmission facilities to digital technologies or an application to add a digital exciter to a digital-upgradable transmitter.

An application to convert production equipment to digital technologies for a station already broadcasting in digital or a station proposing to broadcast in digital.

An application for additional equipment necessary to originate programming utilizing the Supplemental Audio Channel, when authorized by the FCC.

Applications to promote system efficiency, such as a joint master control between several facilities.

Use TELEVISION DIGITAL CONVERSION

if your application includes the following types of projects:

Broadcast Other, Subpriority A.

Television Full-Power Digital Transmission Equipment.

An application to convert the analog transmission facilities of a public television station to digital technology as a result of the FCC’s digital channel election process.

An application to increase the power of a digital public television station which was initially constructed at a lower power in order to meet the FCC’s May 2003 requirement.

An application to “maximize” the power of a digital public television station in order to increase population coverage.

Broadcast Other, Subpriority B

An application to convert a translator or LPTV station to digital.

An application to convert a public television station’s master control and production equipment

An application to replace obsolete analog equipment to complete a station’s digital conversion project, address multi-channel and High Definition broadcast distribution, and produce programs in digital Standard Definition and High Definition for national, regional or local distribution.

Applications to promote system efficiency, such as a joint master control between several facilities.
