Special Applications (services for the visually and aurally handicapped ) |
New facilities to serve the visually or aurally handicapped via broadcast technologies, such as SCA channels on radio stations or closed-captioning and SAP channels on television stations, should respond to the evaluation criteria as listed in the "Broadcast Activation" section. |

Urgent REPLACEMENT of obsolete or worn out basic equipment at stations providing the only public signal, or the only locally originated public signal, to a geographical area. Replacement that is part of digital conversion must be included within a Broadcast Other application. Stand-by power generators and UPS systems for radio and television facilities. Public Radio Satellite System (PRSS) equipment for radio. Closed captioning equipment for television. Equipment replacement of infrastructure such as towers and microwave--not part of a digital conversion project. |
Priority 4A |
URGENT REPLACEMENT projects that do not qualify for Priority 2 because the applicant is not the only public radio (or public television) station in a geographic area; Improvement of stations that provide significant amounts of national programming; satellite downlinks for radio station in areas already served by a public radio station. Stand-by power generators and UPS systems, PRSS equipment, closed captioning equipment and television infrastructure as mentioned under Priority 2. |

IMPROVEMENT and non-urgent replacement of equipment (i.e. where the equipment is not "worn out" ). |

An application for additional equipment necessary to originate programming utilizing the Supplemental Audio Channel, when authorized by the FCC. Applications to promote system efficiency, such as a joint master control between several facilities. |

An application to convert the analog transmission facilities of a public television station to digital technology as a result of the FCC’s digital channel election process. An application to increase the power of a digital public television station which was initially constructed at a lower power in order to meet the FCC’s May 2003 requirement. An application to “maximize” the power of a digital public television station in order to increase population coverage.

An application to convert a public television station’s master control and production equipment An application to replace obsolete analog equipment to complete a station’s digital conversion project, address multi-channel and High Definition broadcast distribution, and produce programs in digital Standard Definition and High Definition for national, regional or local distribution. Applications to promote system efficiency, such as a joint master control between several facilities. |
