On behalf of the Executive Branch, the U.S. Department of Commerce, National Telecommunications and Information Administration (“NTIA”), respectfully replies to comments submitted in response to the above-captioned Notice of Proposed Rulemaking (“NPRM”) entitled, Process Reform for Executive Branch Review of Certain FCC Applications and Petitions Involving Foreign Ownership.  The NPRM was issued after NTIA submitted a letter to the Commission on May 10, 2016, which proposed certain process reforms to improve the ability of the Executive Branch to review applications that raise national security and law enforcement issues expeditiously and efficiently.
