NTIA Petition for Rulemaking to Update the Rules and Requirements for the Telecommunications Service Priority (TSP) System

NTIA, as the President’s principal adviser on domestic and international telecommunications policy, and on behalf of the Emergency Communications Division (ECD) of the Department of Homeland Security (DHS), respectfully petitions the Commission to initiate a rulemaking to update the rules and requirements for the Telecommunications Service Priority (TSP) System.  Although TSP has evolved since its implementation in 1988, the rules governing the service have not changed since they were initially issued.  This petition seeks to update those rules to reflect the current operations of TSP, the current Executive Branch governance structure for the service, and the need to reflect new communications providers and technologies available to National Security and Emergency Preparedness (NS/EP) users.
