The Wireless Innovation Forum is pleased to provide our comments on the Notice of Inquiry on the FirstNet conceptual network architecture.  Our comments summarize extensive analysis previously performed by the Forum; for convenience we have included excerpts of the referenced documents in a separate file as Appendices.  The complete referenced documents can be found on the Wireless Innovation Forum website.

Our analysis generally pre-dates the presentation of the FirstNet conceptual network architecture, and we recognize that the concepts presented in this response will require further refinement as the FirstNet architecture is refined and detailed.  We welcome an opportunity for continued dialog to both present the concepts in greater detail and to understand from FirstNet the areas that warrant additional study.

The Datamaxx Group is a long term partner with Public Safety & the Criminal Justice community and has been for over 20 years.  We have been carefully watching the FirstNet proceedings and would like to offer comments regarding the establishment of this important Public Safety Broadband Network.

As a mattter of background, we have very mature credentials in Mobile Computing / Wireless Technology and supporting applications and operate a hosted Criminal Justice Gateway in compliance with the CJIS Security Policy, connecting thousands of users to NCIC.  This system provides a secure cloud computing environment for our Law Enforcement users and offers service to these users on a subscription basis consistent with the goals of FirstNet to provide affordable access to these important Law Enforcement systems.  Our scalable Network Operations Center can support hosted applications and would be an ideal environment for hosting a Public Safety App's store.  We would welcome further discussion on this matter.

We also believe that the mission critical needs of Public Safety will, over a relatively short period of time, exhaust the capabilities of FirstNet's LTE core and would like to offer for consideration a break through technology in Bandwidth Aggregation (BAG) for TCP applications.

In the attached document, we motivate the advantages of simultaneous use of multiple interfaces and consider a network layer architecture that enables such use. Our network layer architecture provides many different services and is transparent to applications/transport protocols and is easy to deploy.

One of the services provided by the architecture is that of BAG - aggregating bandwidth of the multiple interfaces to increase application throughput. We look at this service in the context of TCP applications. The use of multiple paths with varying characteristics introduces challenges in the form of reordering. TCP reacts to the DUP-ACKs generated by the reordered packets by unnecessary fast retransmissions and by invoking congestion control which can lower throughput significantly. To improve the performance of TCP in this setting, we propose a scheduling algorithm PET that minimizes reordering by taking into consideration individual path characteristics. To overcome any residual reordering after PET, we propose a buffer management policy BMP that tries to hide the effects of reordering from TCP by sending packets in order as far as possible. We show through simulation that PET in combination with BMP achieves good bandwidth aggregation under a variety of network conditions. This solution is thus both performance-effective as well as easy to deploy.
