NTIA relies on the voluntary participation of digital-to-analog converter box manufacturers to ensure the success of the Coupon Program.  NTIA's Final Rule adopts technical specifications and features to which manufacturers must adhere in order for a converter box to be eligible for the Coupon Program.

Notice to Manufacturers:

On July 24, 2008, NTIA published a Federal Register Notice establishing a deadline of September 1, 2008 for first time manufacturers, and September 30, 2008 for coupon eligible converter box (CECB) manufacturers, to submit all Notices of Intent (NOIs). The purpose of these cut-off dates is to ensure NTIA has enough time to complete the certification process for timely filed NOIs before the TV Converter Box Coupon Program expires. The Program rule requires manufacturers to submit NOIs at least three months prior to submitting test results and sample models. This notice is to advise all manufacturers that NTIA intends to conclude CECB certifications by December 31, 2008. Therefore, to facilitate NTIA's determination on pending application(s) by December 31, 2008, please submit all outstanding information as soon as possible.

In addition, all such manufacturers should contact Art Wall, Technical Advisor, at awall@atlanticbb.net by December 8, 2008, or NTIA will assume they are are no longer interested in pursuing certification of the subject equipment.

Federal Register: Instructions to Assist Manufacturers Submitting Notices of Intent (NOI) for Digital-to-Analog Converter Boxes: This notice announces that manufacturers that intend to submit, for the first time, digital-to-analog converter boxes to the NTIA for certification must submit their Notice of Intent before September 1, 2008. Manufacturers who have to date received a certification notice for one or more converters have until September 30, 2008 to submit their NOI for any additional boxes. (Acrobat PDF 53 Kb)

Federal Register Notice: Assistance to DTV Converter Box Manufacturers: This notice provides guidance for manufacturers that intend to submit digital-to-analog converter boxes to the National Telecommunications and Information Administration (NTIA) for certification as part of the Digital-to-Analog Converter Box Coupon Program.  This notice also provides address and contact information regarding the required submission of test results and sample equipment.
