WASHINGTON -Commerce Secretary Norman Y. Mineta will release the names of the FY 2000 winners of Technology Opportunities Program (TOP) grants on Thurs., Sept. 28. The grants, awarded annually since 1994, are made to local organizations that use advanced telecommunications technology to bridge the digital divide by helping disadvantaged groups. Secretary Mineta will announce the award of 35 grants totaling $13.9 million.
