Summary of Public Outreach Efforts Concerning State and Local Public Safety Spectrum Management Policies and Procedures
As required by the President’s Executive Memorandum on the Spectrum Policy Initiative, the Department of Commerce, through NTIA, conducted outreach in the form of public meetings to help in the development of recommendations to improve the public safety spectrum management process. A comprehensive set of findings was extracted and are represented in this 163-page report.

Special Publication 01-49: Current and Future Spectrum Use by the Energy, Water, and Railroad Industries
National Telecommunications and Information Administration (NTIA) consulted with other federal agencies and departments responsible for regulating the core operations of entities engaged in the provision of energy, water, and railroad services and presented this 93-page report to Congress on the current and future use of spectrum by these entities to protect and maintain the Nation’s critical infrastructure.

Special Publication 01-48: Alternative Frequencies for Use by Public Safety Systems
On behalf of the Secretary of Commerce, the National Telecommunications and Information Administration (NTIA) prepared this report in response to Title XVII, Section 1705 of the National Defense Authorization Act for FY2001. It represents part of a joint submission to the Congress by NTIA and the Federal Communications Commission (FCC) regarding alternative frequencies for use by state and local public safety agencies. This report discusses frequency bands considered as alternative frequencies to the 138-144 MHz band and defines this in terms of comparable spectrum.
