Office of Public Safety Communications (OPSC)

NTIA’s Office of Public Safety Communications (OPSC) oversees the implementation of NTIA’s responsibilities under the Middle Class Tax Relief and Job Creation Act of 2012.  It also supports the First Responder Network Authority with its procurement efforts and other administrative support functions upon request by FirstNet related to its efforts to design, deploy, and operate a nationwide public safety broadband network.

OPSC oversees the State and Local Implementation Grant Program (SLIGP), which assists regional, state, local, and tribal entities as they plan for a nationwide public safety broadband network.  The grants will be available to the 56 states and territories and will support planning, consultation, education and outreach activities as well as fund efforts to collect data on existing infrastructure and equipment that could be used by FirstNet in building a wireless public safety broadband network. 

The State Alternative Plan Program (SAPP) provides an opportunity to receive authority to enter into a spectrum capacity lease with the First Responder Network Authority (FirstNet) and radio access network (RAN) construction grant funds for any state that seeks to construct, operate, maintain, and improve the RAN in its state subject to the provisions of the Middle Class Tax Relief and Job Creation Act of 2012 (Act).
