This action proposes revised implementing regulations for the 911 Grant Program, as a result of the enactment of the Next Generation 911 (NG911) Advancement Act of 2012. The 911 Grant Program provides grants to improve 911 services, E–911 services, and NG911 services and applications. NTIA and NHTSA request comments on this proposed rule. Comments must be received by November 6, 2017 at 5:00 p.m. Eastern Standard Time.

NTIA is repealing its regulations governing the Public Telecommunications Facilities Program (PTFP). The PTFP was a competitive grant program that helped public broadcasting stations, state and local governments, Indian Tribes, and nonprofit organizations to construct public television and radio stations. As of Fiscal Year 2011, no funds have been available for PTFP grants.

This report identifies the common themes found in the responses to NTIA’s “Request for Comments on Promoting Stakeholder Action Against Botnets and Other Automated Threats.” It is not a comprehensive discussion of all comments, nor does it reflect a government decision. Congress authorized the First Responder Network Authority (FirstNet), an independent authority within NTIA, to assess and collect, among other funds, three specific types of fees. By law, NTIA must review and approve these fees on an annual basis. This final rule describes NTIA’s overarching scope, boundaries, and guidelines for its FirstNet fee review and approval process as mandated by the Middle Class Tax Relief and Job Creation Act of 2012 and is effective on August 29, 2017.

NTIA, through the BroadbandUSA program, will hold a Technical Assistance Workshop to share information and help communities build their broadband capacity and utilization. The workshop will present in-depth sessions on planning and funding broadband infrastructure projects. The session on planning will explore effective business and partnership models. The session on funding will explore available funding options and models, including federal funding.

NTIA will convene a meeting of a multistakeholder process on Internet of Things Security Upgradability and Patching on September 12, 2017, from 10:00 a.m. to 4:00 p.m., Eastern Time. As of Fiscal Year 2011, no funds have been available for PTFP grants. NTIA is proposing to repeal its regulations governing the PTFP because the regulations are unnecessary and obsolete. Comments must be received by August 17, 2017 at 5:00 p.m.
