Contraband Cell Phones in Prisons, Possible Wireless Technology Solutions

Abstract

NTIA, in coordination with the Federal Communications Commission (FCC), the Federal Bureau of Prisons (BOP), and the National Institute of Justice (NIJ), has identified and evaluated several technology solutions that can be used in a prison environment, including jamming, managed access, and detection techniques. This report presents a comprehensive overview and evaluation of those technologies.

Ten Year Plan and Timetable to Make Available 500 Megahertz of Spectrum for Wireless Broadband (President's Spectrum Plan Report)

Abstract

To promote economic growth and unleash the potential of wireless broadband, President Obama unveiled an initiative to reform spectrum policy and improve America’s wireless infrastructure. In June 2010, the President signed a Memorandum calling for the National Telecommunications and Information Administration (NTIA), in collaboration with the Federal Communications Commission (FCC), to make 500 megahertz of spectrum available for fixed and mobile wireless broadband in the next ten years. This will improve America’s economic competiveness, create jobs and help maintain America’s leadership role in technological innovation. This report outlines the plans and milestones to achieve the President’s 500 megahertz goal. The release of this roadmap together with NTIA’s Fast Track Evaluation marks the successful completion of a critical step in the process of freeing up 500 megahertz for use by wireless broadband.

Relocation of Federal Radio Sysytems From the 1710-1755 MHz Spectrum Band: Fourth Annual Progress Report

Abstract

The National Telecommunications and Information Administration (NTIA) submits this report pursuant to Section 207 of the Commercial Spectrum Enhancement Act (CSEA), Title II of P.L. 108-494, which requires annual reporting on Federal agencies’ progress in vacating certain wireless communications systems from the 1710 megahertz (MHz) to 1755 MHz radio spectrum that has been reallocated to commercial use. The NTIA published the first annual report to Congress in March 2008. Each subsequent annual report documents the cumulative progress through December. This annual report documents the cumulative progress since the commencement of relocation activity in March 2007 through December 2010.

Abstract

This report documents the actions and accomplishments completed in the execution and implementation of the Ten Year Plan to identify and make available 500 megahertz of spectrum for expanded wireless broadband use, and summarizes the actions to date resulting from the recommendations of the Fast Track Study. It covers the period from October 1, 2010 through March 31, 2011.

NTIA filed a letter addressing the public safety, homeland security and cybersecurity elements of the National Broadband Plan being drafted by the FCC. NTIA also submitted a supplementary White Paper entitled "Executive Branch Views on Public Safety, Homeland Security and Cybersecurity Elements of a National Broadband Plan."
