NTIA, through the BroadbandUSA program, will hold a regional broadband summit, ‘‘Big Sky Broadband Workshop,’’ to share information to help communities build their broadband capacity and utilization.

The Big Sky Broadband Workshop will be held on August 31, 2016, from 12:00 p.m. to 5:00 p.m., and September 1, 2016, from 9:00 a.m. to 5:00 p.m., Mountain Daylight Time. The meeting will be held in Montana at the Hilton Garden Inn, 3720 N. Reserve St., Missoula, MT 59808.

The comments period was extended to September 7, 2016.

NTIA publishes this Notice to provide preliminary guidance concerning how a qualified state may apply to NTIA for authority to enter into a spectrum capacity lease with the First Responder Network Authority (FirstNet) and receive a grant to construct its radio access network (RAN) should it opt to do so as allowed under the Middle Class Tax Relief and Job Creation Act of 2012 (Pub. L. 112-96, Title VI, 126 Stat.

The next meeting of the Commerce Spectrum Management Advisory Committee will be on August 1, 2016, from 1:00 p.m. to 4:00 p.m., Mountain Daylight Time. The meeting will be held at the National Institute of Standards and Technology, Boulder Campus, 325 Broadway, Boulder, CO 80305. All attendees, including both committee members and meeting observers, must pre-register in order to gain entry to the NIST campus.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden as required by the Paperwork Reduction Act of 1995, invites the general public and other federal agencies to take this opportunity to comment on the proposed framework for the community connectivity self-assessment tool.

NTIA is reopening an application window for nominations to the Commerce Spectrum Management Advisory Committee (CSMAC). On March 29, 2016, NTIA published a Notice seeking nominations to the CSMAC with a deadline of May 13, 2016. In reopening this application window, NTIA seeks to expand the pool of applicants and best ensure the composition of the committee reflects balanced points of view. Applications must be postmarked or electronically transmitted to the address below on or before June 24, 2016.

NTIA, as part of its BroadbandUSA program, will host a nine-part series of monthly webinars to engage stakeholders to inform the development of the Community Connectivity Initiative (Initiative). The objective of the Initiative is to support communities working to accelerate broadband access, improve digital inclusion, strengthen policies, and support local community priorities.

Comments in response to the Notice and Request for Comments on the Benefits, Challenges, and Potential Roles for the Government in Fostering the Advancement of the Internet of Things

NTIA is making certain changes to its regulations relating to the public availability of the Manual of Regulations and Procedures for Federal Radio Frequency Management (NTIA Manual). Specifically, NTIA is releasing an update to the current edition of the NTIA Manual, with which federal agencies must comply when requesting use of radio frequency spectrum. NTIA is also making changes to the regulatory text to comply with the Incorporation by Reference formatting structure. This regulation is effective on June 1, 2016.

NTIA will convene a meeting of a privacy multistakeholder process concerning the commercial use of facial recognition technology on June 15, 2016 from 1:00 p.m. to 5:00 p.m., Eastern Daylight Time.
