NTIA amends its regulations with respect to the duties of the Technical Panel to include the new responsibility for review and approval of plans submitted by federal entities that request funding from the Spectrum Relocation Fund for the purposes set forth in Section 1005(a)(2) of the Spectrum Pipeline Act of 2015. The final rule becomes effective on January 21, 2016.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995. Written comments must be submitted on or before March 21, 2016. NTIA announces that the closing deadline for the submission of nominations for the Digital Economy Board of Advisors is extended to midnight Eastern Standard Time (EST) on January 12, 2016.

NTIA publishes this notice of proposed rulemaking to request public comment as it develops rules related to its review and approval of fees imposed by the First Responder Network Authority (FirstNet) as authorized by the Middle Class Tax Relief and Job Creation Act of 2012.

The Assistant Secretary for Communications and Information announces the establishment of the Digital Economy Board of Advisors on behalf of the Secretary of Commerce. The Board will advise and provide recommendations to the Secretary, through the Assistant Secretary, on a broad range of issues concerning the digital economy and Internet policy. This Notice also requests nominations of individuals for membership on the Board. Nominations should be submitted on or before December 23, 2015.

The next meeting of the Commerce Spectrum Management Advisory Committee will be held on December 2, 2015, from 1:00 p.m. to 4:00 p.m., Eastern Standard Time. NTIA, as part of its BroadbandUSA initiative will hold a one-day regional broadband Workshop, ‘‘California Broadband Workshop,’’ to help communities expand their broadband capacity and increase utilization of broadband.
