In NTIA's letter of May 10, 2016, to the Federal Communications Commission, the Executive Branch requested that the Commission require applicants to submit more detailed and comprehensive information in several areas. NTIA offers guidance on the type and extent of information that the Executive Branch may require of applicants for certain types of applications.

NTIA requests that the FCC require that applicants and petitioners seeking international section 214 authorizations (and transfers thereof), section 31 0 rulings, submarine cable landing licenses, and satellite earth station authorizations:

NTIA offers comments on behalf of the Administration on the Commission’s decision to move forward with a proposal to increase competition and expand consumer choice in the market for multichannel video navigation devices.

NTIA offers comments on behalf of the Administration in support of updating the Lifeline program to subsidize access to broadband for low-income consumers. Based on the Administration’s extensive experience in leading national broadband programs, the Administration recommends that the FCC make enhancements to the Lifeline program.

Below is a letter NTIA sent on behalf of Federal agencies in response to the Federal Communications Commission November 2014 Notice of Proposed Rulemaking on Technology Transitions, (GN Docket No.13-5).

Overview

NTIA responds to the 3.5 GHz Band Notice for the purposes of: (1) proposing specific changes to the regulatory framework of the spectrum sharing model to effectively protect federal operations and maximize available spectrum available for commercial broadband; (2) outlining a phased implementation and approval process for commercial access to the 3.5 GHz Band; (3) designating smaller zones for the protection of federal systems based on new technical analysis; (4) addressing protection of commercial operations in the 3.5 GHz Band from federal radar systems; and (5) correctin

NTIA provided the Administration's views in a letter to the FCC on the role of communities in expanding broadband access to their citizens.

On May 13, 2014, NTIA sent a letter to the Federal Communications Commission (FCC), on behalf of eligible federal agencies, providing notification of the initial estimated relocation and sharing costs and the estimated timelines for the 1695-1710 MHz and the 1755-1780 MHz spectrum bands. The total estimated relocation and sharing costs for the 1695-1710 MHz band are approximately $527.1 Million.  The total estimated relocation or sharing costs for the 1755-1780 MHz band are approximately $4.576 Billion.

These comments include contributions and input from the United States Search and Rescue Satellite Aided Tracking (SARSAT) program and the Federal Aviation Administration (FAA), and reflect the views of the Executive Branch on the issues raised in the Notice.

In this letter, NTIA responds to the AWS-3 NPRM for purposes of: (1) supplementing the information NTIA submitted to the FCC in July and April 2013 prior to adoption of the NPRM; (2) proposing specific changes to the U.S. Table of Frequency Allocations for the 2025-2110 MHz band that are necessary to implement the alternative proposal of the Department of Defense (DoD) to relocate key operations from the 1755-1780 MHz band; and (3) addressing other important issues raised in the NPRM.
