NTIA applauds the FCC's initiative on Promoting the Development of Positioning, Navigation, and Timing Technologies and Solutions. The Commission is seeking to understand and solve the challenges facing the Nation’s current Position, Navigation, and Timing (PNT) system. NTIA submits the attached “Inventory of Complementary, Alternative, and Augmentative PNT Solutions” to aid this important work.

18 GHz Band Report

As directed by the 2023 National Spectrum Strategy (NSS), the frequency band 18.1-18.6 GHz (the “18 GHz band”) was identified for study for expanded federal and non-federal satellite operations, consistent with the United States position at the International Telecommunication Union’s (ITU’s) 2023 World Radiocommunication Conference (WRC-23). WRC-23 concluded on December 23, 2023, adding co-primary space-to-space allocations for the intersatellite service (ISS) in this band.

Direct-to-Device Services Request for Comment

The National Telecommunications and Information Administration (NTIA) is seeking information and public comment on the potential impact on the GPS L1 signal at 1575.42 MHz of the increasing deployment of mobile devices capable of operating on satellite systems in the L-band at 1610-1660.5 MHz. Under current FCC rules, these devices are permitted to operate subject to a substantially less restrictive out-of-band emission limit than similar devices transmitting on the same frequencies and connecting to terrestrial base station systems. NTIA is seeking public comment on the risk of interference posed by this increased deployment of mobile devices capable of operating on L-band satellite systems at 1610-1660.5 MHz, as well as potential mitigation options to safeguard GPS systems while facilitating the potential benefits of direct-to-device services (D2D services).

2023 Commercial Spectrum Enhancement Act (CSEA) Report

This report covers the period from January 2023 through December 2023 with the funds reported reflecting expenditures for Fiscal Year (FY) 2023. As authorized by the CSEA, the Spectrum Relocation Fund (SRF) provides a centralized and streamlined funding mechanism through which federal agencies can recover the costs associated with relocating their radio communications systems or sharing the reallocated spectrum.

National Spectrum Strategy August Multistakeholder Meeting

Summary

This notice announces a public meeting for providing input to spectrum band studies directed by the National Spectrum Strategy and National Spectrum Strategy Implementation Plan, which instructed the National Telecommunications and Information Administration (NTIA) to establish a multistakeholder forum for non-Federal stakeholders to engage with the Federal agencies conducting the studies. This is the first of what NTIA expects will be a series of public multistakeholder meetings held approximately every other month.
