This Policy Notice modifies and replaces certain requirements outlined in the BEAD Notice of Funding Opportunity (NOFO). Each Eligible Entity must comply with this Policy Notice to gain approval of its Final Proposal from the Assistant Secretary of Commerce for Communications and Information.

High-speed Internet service powers education and the economy. It supports access to health care and education, and it connects us to our neighbors and to those we love. People without Internet service are forced to go without fundamental necessities. The latest NTIA Internet Use Survey shows that roughly 1 in 6 American households aren't connected to the Internet.

This document was created to support applicants in applying for the State Digital Equity Capacity Grant Program: Native Entities (2024), hereto referred to as the NE Capacity & Planning Grant Program.

State Digital Equity Capacity Grant Program: Native Entities (NE Capacity & Planning Grant Program)  Includes both Capacity Grant Funds and Planning Grant Funds. Applicants must apply for either only Capacity Grant Funds, or both Capacity and Planning Grant Funds.

GAO has asked NTIA to present to Congress a report that (1) identifies the key statutory provisions limiting the beneficial alignment of broadband programs and (2) offers legislative proposals to address the limitations, as appropriate.

NTIA sought feedback from the public from August 26, 2024 to September 10, 2024 on a BEAD Alternative Broadband Technology Policy Notice to provide additional guidance to Eligible Entities regarding the use of Alternative Technology to serve unserved and underserved locations within their jurisdiction. NTIA thanks the 138 stakeholders that filed comments.

The ACCESS BROADBAND Act, 2021 charged NTIA’s Office of Internet Connectivity and Growth (OICG) with capturing data on federal broadband investments, including the number of United States residents receiving broadband services from Universal Service Fund (USF) programs or federal broadband support programs; and reporting on the local economic impact of broadband investments, including any impact on small businesses or jobs.

Through the Office of Minority Broadband Initiatives (OMBI), National Telecommunications and Information Administration (NTIA) directly addresses the lack of high-speed Internet access, connectivity, adoption, and equity at our nation’s Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and Minority Serving Institutions (MSIs).
