People without Internet service are forced to go without fundamental necessities. The latest NTIA Internet Use Survey shows that roughly 1 in 6 American households aren't connected to the Internet. That's a sixth of our country that's unable to fully participate in modern life.

NTIA seeks approval under the Paperwork Reduction Act (PRA) to add 65 questions to the November 2023 edition of the U.S. Census Bureau’s Current Population Survey (CPS). This collection of questions is known as the NTIA Internet Use Survey and is also referred to as the CPS Computer and Internet Use Supplement. NTIA has sponsored sixteen such surveys since 1994. President Biden has made clear the Administration’s goal to ensure that ‘‘every community in America has access to affordable, high-speed Internet.’’

The Infrastructure Investment and Jobs Act of 2021, also known (and referred to subsequently herein) as IIJA or the Bipartisan Infrastructure Law, includes a historic investment of $65 billion to help close the digital divide and ensure that everyone in America has access to affordable, reliable, high-speed Internet service. The Department of Commerce’s National Telecommunications and Information Administration (NTIA) is responsible for distributing more than $48 billion in Bipartisan Infrastructure Law funding through several different programs.
