I apologize for the submission after the April 3 extended deadline, and ask that you consider including the comments on the public comment page.  In the alternative, I ask that the comments be circulated to the appropriate persons in the Department and elsewhere in the Administration who work on this topic.

I hope and believe that this submission after the deadline can be included in the Department's consideration because of the nature of the comment period, which is a non-binding and public process to inform the administration and the general public about these important issues.

In addition, in partial explanation of the late filing, the comments here discuss in detail new proposals about de-identification that were included in the Federal Trade Commission privacy report, issued just last week.  This important report, issued so shortly before the April 3 deadline, made it difficult for me as an individual commenter to analyze, draft, and edit the comments into final form before April 3.

Thank you for your attention to these important, novel privacy matters.
