EBKI Broadband Infrastructure Pre-Construction Project
Project Purpose/Type:
The Ewiiaapaayp Band of Kumeyaay Indians (EBKI)’s Planning, Engineering, Feasibility, and Sustainability Studies project will perform pre-construction activities, including an environmental RFP, NEPA study, engineering designs and permits, and an RFP for a fiber network construction contractor in preparation to install a future broadband network.

- Development of competitive solicitations RFP to select environmental and historical preservation contractors to perform environmental and historical preservation assessments.
- Select and fund a contractor to perform the environmental assessment and historical preservation activities using the RFP developed above.
- Create an RFP to select a fiber network construction contractor.
- Use Magellan Advisors as a contractor to create a full network and fiber design.
- Prepare Professional Engineer stamps and permits for use during subsequent network construction phase.
- Pay for pre-award grant application and preparation costs occurred after the NOFO issuance and prior to the grant award.
- Create 3 full time positions for the duration of the grant program.
- Produce an RFP to select an environmental and historical preservation contractor.
- Select and fund an environmental and historical preservation contractor.
- Produce an RFP to select a fiber network construction contractor.
- Create full network and fiber designs.
- Prepare professional engineer stamps and permits.
- Pay for pre-award grant application and preparation costs.
